Provide funding of £10,740 to cover the initial purchase of the Impact Pathways information platform. The platform helps to provide information about local services available to professionals supporting people with complex needs as well as details of the services that are delivered across the county. The cost is being funded from the PCC initiatives fund / Early Intervention budget underspend for 2018 / 19.

1. Purpose of Report

1.1 The purpose of this report is to set the benefits of the Impact Pathways information platform could bring to teams within Northamptonshire Police.

2. Decision(s) Recommended:

2.1 That the Police and Crime Commissioner for Northamptonshire agrees to provide funding of £10,740 to cover the initial purchase of the platform.

3. Relevant background / Chronology of Key Events:

3.1 The Impact Pathways information platform has been adopted in other force areas like the West Midlands, Devon and Cornwall and IOM Wales as a means of having information about local services available to professionals supporting people with complex needs. It has been identified in Northamptonshire that having a local platform would benefit a number of teams within the force who could use information on the platform to direct or signpost members of the public to services to support their specific needs. The platform can also be accessible to partners, both to source information but also to provide details of the services that they deliver in the county.

3.2 It is recognised that this proposal would bring benefits and has the support of the wider force and partners outside too. Within Northamptonshire Police the implementation of the platform has the support of the prevention and intervention Board and specifically support from the AIM, custody, MOSOVO and public protection teams. Specific teams will have a list of specific interventions to direct to, for example MOSOVO and MAPPA teams. The platform can also be accessed by the public as a source of information on available support.

4. Consultation:

4.1 Formal consultation not required. Engagement has taken place with relevant teams within the Force and in partner agency who will have access to the system.

5. Compliance Issues:

5.1 Is this a decision of ‘significant public interest?’

5.1.1 The total amount of investment means this need not be a decision of public interest.

5.2 Is the recommended decision consistent with the priorities set out in the Northamptonshire Police and Crime Plan 2017/21?

5.2.1 The recommended investment will put in place a tool to assist Police and partner teams to access appropriate additional support for vulnerable people and to support reduced reoffending.

5.3 What are the financial and procurement implications of this decision?

5.3.1 The initial cost of the platform is £10,740 and the ongoing support cost is £500 per annum. Funding for the one off cost is sought from the OPCC as a contribution to support an initiative which will benefit the wider force, partners and the Early Intervention aims within the Police and Crime Plan.

5.3.2 The ongoing cost is £500 PA which will be absorbed into the AIM budget and ongoing site data entry will be facilitated by the two AIM support staff.

5.4 Will further decisions be required?

5.4.1 The investment is a one-off cost to procure the infrastructure. No further decisions are anticipated.

5.5 Legal Implications

5.5.1 There are no specific legal implications associated with investment in the platform. Use of the platform will be compliant with relevant policies and procedures for use of IT and information management.

5.6 Risk Management

5.6.1 No risks identified.

5.7 Has an Equality Impact Assessment been undertaken?

5.7.1 An EIA has not been undertaken. Investment in the Impact Pathways Information platform will not have any negative impact on protected characteristics.

6. Evaluation of alternative option(s):

6.1 The Impact Pathways information platform has been adopted in other force areas like the West Midlands, Devon and Cornwall and IOM Wales. Background information used by other force areas in determining this as an effective solution has been considered in deciding to adopt in Northamptonshire.
