Decision taken
The Police, Fire and Crime Commissioner has taken the decision to:
Allocate the sum of £150,000 from the Safer Roads Reserve budget to a community road safety fund. The community road safety fund is a fund that local organisations such as Parish Councils, schools and other constituted groups can apply to for a small grant of up to £5000.00. The grant can be used to implement local measures to assist that community in addressing an identified local road safety issue.
Details of advice taken
Professional financial and legal advice has been sought to ensure the decision best supports business need and represents value for money. Advice was sought from East Midlands Police Legal Services. The money utilised to create this fund is taken from a reserve that is generated from any excess amount that arises from payment for attendance at speed awareness course but those attending them in the County, who have been identified as having committed speeding offences. The legal advice is that there are few limitations on what this money can be spent on but should for any avoidance of doubt be reinvested into road safety initiatives.
The proposal (and subsequent advice) for this scheme can from an OPFCC Director, with lead responsibility for road safety. This advice was formed following an examination of other similar schemes in operation in England and Wales, notably that of Hertfordshire. Advice on and support for the scheme also came from a multi-agency partnership, The Northamptonshire Safer Roads Alliance, whose aim is to increase road safety, with a view to reducing the numbers of people killed or seriously injured on the County roads.
