As of the 3rd of February 2022, 21 members of staff are based in the Office of the Northamptonshire Police, Fire and Crime Commissioner. Included in this number is a shared Communications Team with the Fire & Rescue Service
The secure access system used by OPFCC staff is owned and operated by Northamptonshire Police, who will hold the information requested. However the OPFCC did operate a rota system which enabled the office to maintain social distancing in line with the advice given to colleagues in both the Force and the Fire and Rescue Service.

Did you or your staff have any Xmas get together in 2020 and in particular in December or as my information suggests on or about 22nd December 2020
I am referring to any event or events organised by members of the OPFCC to particularly celebrate Christmas or not necessarily occurred to celebrate Christmas but occurred between the 1st of December to the 31st of December 2020 that involved at least 1 other member of OPFCC member of staff or another party i.e. the Commissaire having a drink at Xmas or in between the dates of 1st to 31st December 2020 with any police office i.e. senior officers from N’hants police. .
Provide all invoices etc. for catering, food and drink and email invites Plus the police officers involved.
I understand as sated staff had an Xmas get together in 2020 of which may have been initiated by the OPFCC or the police and in particular in December or as my information suggests on or about 22nd December 2020… please provide any information that relates to this in line with the above.

Following a search of our paper and electronic records, I have established that the information you requested is not held by the Office of the Northamptonshire Police, Fire and Crime Commissioner (OPFCC) as no events were organised by any member of the OPFCC between the dates of the 1st December 2020 to the 31st December 2020.
The PFCC did visit a number of police stations and fire stations in December to thank front line officers for their work during the pandemic. These visits were undertaken in line with the Government’s Covid restrictions.

The Policing Protocol Order 2011 sets out responsibilities of the PFCC which includes having the responsibility for setting the strategic direction and objectives of the force through the Police and Crime Plan (“the Plan”) and deciding the budget, allocating assets and funds to the Chief Constable. It was within this framework that the PFCC ring fenced the sum of £1m in the 2021-22 budget that was allocated to the Chief Constable to support investment which will make a difference in local neighbourhoods to implement a new focus on neighbourhood policing, with dedicated, named teams in communities across the county. The Policing Protocol Order 2011 also implicitly states that the PFCC must not fetter the operational independence of the police force and the Chief Constable who leads it. The Beat Buses are operational assets which the PFCC has funded through the budget he allocated to the Chief Constable, therefore the OPFCC does not hold any information relating to the proposal and any consultation for the purchase of the buses other than the 2020-21 budget which can be found here:
The net cost for each bus was £52,620.30 – there are no other commissioning costs related to these vehicles.
