Answer

I am writing to advise you that, following a search of our paper and electronic records, I have established that the information you requested is not held by the Office of the Northamptonshire Police, Fire and Crime Commissioner.

It is important to understand that The Office of the Northamptonshire Police, Fire and Crime Commissioner (OPFCC) and Northamptonshire Police are two separate legal entities. Information regarding operational policing matters is the responsibility of Northamptonshire Police, therefore the OPFCC does not hold any of the information you have requested. Northamptonshire Police’s Information Unit may hold some of the information you are seeking. If you have not already done so, then you may wish to write to their Freedom of Information and Data Protection Team, Information Unit, Force Headquarters, Wootton Hall, Northampton, NN4 0JQ / freedomofinformation@northants.pnn.police.uk

No information held.

PCCs and PFCCs must have regard for the Policing Protocol 2011 which clearly states that they must not fetter the operational independence of the police force and the Chief Constable who leads it. Therefore PCCs and PFCCs do not have any warranted powers and therefore do not hold Warrant Cards. The Office of the Northamptonshire Police, Fire and Crime Commissioner, as with all public organisations has public liability insurance at levels commensurate with public sector procurement requirements.

PCCs do not swear an Oath of Allegiance, however details of the PFCC’s oath of impartiality can be found on the PFCC’s website at:

https://archive.northantspfcc.org.uk/our-information/pfcc-information/#section-4

3: Please provide material evidence of Royal Assent and Proclamation in the form of a wet ink signature of Road Traffic Act 1988 that you claim gives you a right to send letters to me from Her Majesty The Queen Elizabeth II, The Head of State and Monarch of the Sovereign people.

No information held, however details of the Police Reform and Social Responsibility Act 2011 which established PCCs can found here. In addition to this, you may also be interested in the  Policing Protocol Order 2011 (statutory instrument) which sets out how policing governance arrangements work. It clarifies the role and responsibilities of police and crime commissioners, the mayor’s office for policing and crime, chief constables, police and crime panels and the London assembly police and crime panel. It outlines what these bodies are expected to do and how they should work together to fight crime and improve policing. Details of the protocol can be found here.
